That and the fact that everyone will just say they are doing it for “general photography” which makes it still legal. From how I read it a total ban is still a possibility, being that this new proposal doesn't replace the December proposal. It looks like they just added the quarter mile from a water source as another option to the proposal, or a combination of a trail cam season with a quarter mile from water rule.
