Does anybody know what day king anvil opens up to the public?

Found a great buck (for me) and I would like to put an arrow in him but I only have August 31 to do it.  Does King Anvil open up on 31st or sept 1?

I went the long way around through elk horn.  I drank three liters of water and did not see once.  That seven miles of hiking nearly killed me. And I didn't see the buck I was after.
