Bonus points taken away??

Was talking to a buddy yesterday and I asked him how many bonus points he had for deer.

He shocked me when he told me only 2, I knew he had been putting in for years and figured he should at least have 9-10 by now.

He said the AZGFD took his bonus points when he shot a mule deer 3 years ago with an over the counter archery tag.

This dont seem right???

Am I wrong? On an over the counter tag they cant take his points if he fills it can they?

I told him if I were him Id be making some phone calls pronto...he kinda shrugged it off as if he didnt care.

What do you say?

In the end though he did kill a nice muley.
