They told us at the Phoenix meeting that whether it was passed today or went through another round of comments, the expected start date would be April of 2019 as I recall.

No, there just has to be a public comments period when a significant change is made to the proposal.

You are Correct Flatlander ! Basically formality is all. The Trail cam issue should be dead for 5 years now.

Looks like there will be no banning of cameras at all at this point! 5-0 They may study it more for the future, but it appears that the majority of the commissioners are opposed to passing any limitations (other than cell phone trail cameras, which they did ban).

Despite all the comments to the commissioners by advocates for trail cam use, I believe the real reason that a ban was not approved is that it truly is unenforceable. Live cams included. IMO, until BLM, Forest Service etc. decide to ban sureveilance devices on public lands, cameras will remain legal.
