That's not strictly a hunting issue he's willfully obstructing a public right-of-way on public land. That is something the sheriff can handle and there's a lot more Sheriff deputies available. I would leave him a note on his windshield letting him know that the sheriff & game & fish have been notified of his purposeful obstruction of the road. I remember having to knock on an RV's door at 4am on opening morning of an archery hunt on the top of Mount Ord because he parked sideways blocking every campsite at the top of the mountain.
