OHV Designation and Emissions Testing?

I'm buying my first side by side. I can't make sense of when MVD will require a Maricopa County resident to get emissions testing done on ATVs and motorcycles. There seems to be a designation of "off road only" vs "primarily off-highway" vs "primarily improved highway." It seems like if I'm going to be driving well-maintained dirt roads like the 300 roads, that I'm likely looking at "primarily off-highway." I have called MVD and ADEQ four times and got four different answers concerning when or if I need emissions testing. Yet I have buddies who have machines older than 5 years old, who live in Maricopa County, have them designated as primarily off-road, by who have NEVER had to have the emissions done. Is there anyone out there who might be able to shed some light on this for me?

No more emissions it changed about 3 years ago.

The primarily off road registration is only about $5. Plus ohv tag.

That's what I thought too...but I say that to these ladies on the phone and they act like I'm pulling stuff out of my butt trying to pull one over on them.

Back when they were doing emissions, they always asked me to raise the hood on my Rhino. I would raise it and laugh.
