What's the difference between wilderness area and primitive area?

I have never spent time in 27 and have recently been going over maps for a buddies cow tag. Came across the primitive area where we are planning to hunt. So what's the difference or is there any??

I think a wilderness area is designation by the Fed's. A primitive area such as the "Blue", has use restrictions, similar to a wilderness. Travel is restricted to horse, and foot. No chainsaws:etc.

 

Motorized equipment and mechanical transport is prohibited, including mountain bikes. The maximum group size in the Blue Range Primitive Area is 25 persons.and 35 head of livestock
