missedagain Report post Posted July 13, 2016 I don't know this for sure but I think that when the boundaries got drawn up a long time ago unit numbers were given to the reservations. This is why you see gaps like 25 and 26 were given to the apache reservations, I think 11 was originally given to the Navajo but when they took away Flagstaff out of 7M they repurposed it.
