Heat Report post Posted April 8, 2016 The draw generates random numbers. The ones with the lowest random numbers get drawn. If they can't fill the tag they go to the lowest number next on the list that applied for that hunt. Now they give Him the early rifle and now they see who was next in line for the archery bull. Just seems like it would be complicated to do right. Just curious. If the next guy in line hadn't drawn yet seems simple but if the next guy in line had one tag and then they see now his first choice is available and give it to him I'd imagine everyone in that second choice slides up and then next guy in line gets that second choice hunt. Could cause some domino effect but I'd imagine pretty soon down the line they find someone who didn't draw another tag.
