Outdoor Writer Report post Posted July 29, 2007 The whole BP system is all luck of the draw. IU say this because I got drawn this year for a early muzzleloader hunt in 3b. I only had 2 BP's, i was not expecting it but I will take it. When it comes to the draw, you just have to get lucky, The more BP the better your chances. But in my case i was just lucky Right on. When the computer spits out the numbers, even a resident with no BPs can get a LOW number, thus giving him a chance for the remaining permits not included in the 20% set aside.
