I suspect you are not setting the shoulders back enough with your current die setting. If you don't have the tools to measure it, you can try chambering an empty rezised case and turn the die down a little at a time until they chamber freely.This is easier to feel if you remove the firing pin assembly first, super easy on a Model 70, a little harder on a 700. Once you find the proper depth for the die, tighten the locking ring and you are set, for that rifle.

 

If you do have the tools to measure this, I use 0.001- 0.002 for my hunting rifles.

All good advice so far.

 

There is an outside chance that you have a maximum dimension sizing die and a minimum dimension chamber. If you have access to other dies try them and see if that solves the problem.

 

Removing about 25 thousand from the base of your dies will help with the dimensions but exasperate the shoulder set back. You can buy "small base" dies if you need to.
