Why is c.o.l different on factory ammo than the same co. Load data?

So I, loading for my sons 7mm-08 with 140 gr accubond nosler. He has a mule deer hunt soon

 

Anyway. The factory nosler ammo is shorter significantly that what their load data calls for

Same with hornady factory and load data

 

They aren't listing as max o.a.l length but is that why there is a difference on load data. It's max length

Factory ammo is loaded for safety. Its set well back usually .100 back from specs to the lands. I ran into this issue last year, I loaded rounds off of book coal specs which has always been well behind lands but it bit me on one gun and the bullet touched the lands. I check every gun now to be sure.

Just started measuring chambers a few months ago, never had an issue until one pesky 7mm powder and OAL made a .6" improvement. Thanks to some of the better reloaders on here.

Factory loads are made to fit in every gun of that chambering made. From short throats to long, from short magazines to long, from single shots to semi-autos.

This. The 7mm-08 has been chambered in a large variety of factory rifles with varying throat and magazine lengths, so factory ammo has to be useable in the shortest dimensions to be found in a wide array of factory rifles.
