700's have been notorious over the years for having big differences in the throat length. some are real short, some are kinda long. also, a 175 gr bullet in 7mm is real long. might be a twist deal. might be right on the edge of what your barrel will stabilize. a 139 out of a 7 mag oughta kill anything around here real good. you don't hear a lot about it, but the 7 mag is real hard on throats. real hard. you could have some erosion starting in the first part of the rifles. anytime you have that much powder burning down a skinny little hole, you can burn up the lands real easy. Cerrosafe the bore. Are you using a chronograph? I've had good results with RL-22 staying just under MOA which is fine since I haven't shot anything past about 250 yards with it since I bought it in the early 90's. Same gun.

Have you tried a seating depth test? If your bullets are not seated at a precise depth of what the gun likes then no matter what you feed it, it will shoot like crap. Being that it is 15 years old it is probably shot out. A smith with a bore scope can tell you if it is or not. If you have not tried a seating depth test try it look at bergers web site for the instructions. I know my buddies gun was shooting 1/2 inch and I told him if you wanted a 1 hole group to try a seating depth test when he did it is now shooting 1 hole 5 shot groups. Seating depth is a main key to group size.

My first thought is your Vortex Scope is bad. I have messed with too many to count that are steaming piles of garbage and won't hold zero. The other thought I have is copper fouling, like King Zero said. Your normal cleaning solvents will sometimes not even begin to pull copper from the barrel. Get a good foaming bore cleaner and let it sit for a couple hours and then patch it out. If the patch comes out a dark blue color you have got a lot of fouling going on. Repeat the process until your patches come out clean then try some more load development. Retumbo or H4831 are my first go to powders for the 7mm Mag.

i have several rem 700 7mm's. the twist rate is ideal for both the 175 sierra and the 139 hornady. i have shot several elk with both the 175 sierrra and the 139 hornady. both worked great. you say you are using " federal match primers"? 210 M? 215 M?

it ain't nice to tell somebuddy he can't shoot for $h!t. at least it ain't ethical. besides, it sounds like his rifle will shoot minute of human. Lark.

I hate to be that guy also, but it may be the vortex scope. I wanted so bad to like mine but finally put one of my other proven scopes on and it shot lights out.. I've had friends with similar results..

Too much recoil, step down to a 7/08, with a brake and use TTSX'S, like Lark does.[/quote

I guess you have never seen hoss. He is big enough to shot it one handed I don't think it is recoil

I had a .22-250 that took a LONG time to find a great load. I tried tons of combos that shot 1-2" groups. But I finally found the combo that shot sub-half MOA. I loaded up a bunch and never looked back.

My cousin's 7mm was the same way. The ONLY thing it liked was 168 SMKs over 64.0gr. RL22. Nothing else shot under 2", but that combo was under 1".

Case prep

Powder change

Bullet change

Seating depth

Clean barrel

Foul barrel

Crown burr

Base/rings loose or over tightened

Scope verification

Barrel shot out (but unless you have shot 1K rounds through it, I doubt this one)

Action Bedding/free float barrel channel

Torque on action screws

162 Hornady sst with 71gr of h1000 seated .020 off shoots great in my 7mm. I do have some 168 Lrabs if you wanted to try a few. They weren't as easy to get to shoot as the sst but I did end up getting sub .5 Moa. The 162 sst would be my first recommendation to try. Wish I had some to give you, but started shooting bergers, good luck hope you can get it figured out.
