There is also no reasonable expectation of privacy while operating a motor vehicle on a public road. I remember seeing these used back east by different cities parking authoritys to scan for cars with outstanding parking tickets. The LPR would hit, they would verify the plate and put a boot on your car. There is also no probable cause to search everyone's records. I once was a cop and plates were "ran" via radio all the time. In the early 90s they were "ran" by the new computer in your car, photos are new , but this has been going on for a long time. I dont condone the cameras or a lot of the police practices these days. When you register your vehicle with the state and put a big bold number on the back , you dont need probable cause to search a state record. Law enforcement doesnt need probable cause to run any records checks (vehicle registration, criminal history, etc.) Probable cause is generally only required for the seizure of property or people (arrest). The only requirement is an official "need to know" based on the performance of a law enforcement duty. What this means is they cannot use law enforcement data bases to run records on their daughters new boyfriend or mother in law, because there is no nexus to a law enforcement duty. Personally I dont mind them for more significant endeavors. I know for a fact that LPR's have led to the arrests of fugitives, resolved "Amber Alerts" and aided in the recovery of stolen vehicle. Any tool utilized by understaffed, overburdoned law enforcement agency's to put bad guys in jail is OK with me.
