Like Jim said, those look to be fibrous tumors. They are pretty harmless, but very can be digusting looking as in the case of the deer photo you showed. I have seen several of them before while doing deer check stations out on the east coast. But I have never seen a case as bad as that one! And I rarely see those tumors on our little WT. Not sure the reason why they seem less common here in AZ. Perhaps because our deer occur at lower densities than out east or the humidity is lower and the virus doesn't survive as well? Maybe Jim knows the answer to that.

A friend of mine killed a Mule deer buck in 32 a few years ago that had tumors all over it also.

Not sure that deer would have made it to my truck. I don't think I could touch it!!!!! Yuck!!!
