Couple of months later, I found out that it was a gov't program to provide a 'land line' phone to poor people who couldn't afford one, "for the kids" of course. But since we are a techno society, it quickly, with help from the cell phone companies, evolved into replacing those old 'land line' phones with cell phones. Latest estimate is that 25% of those who have received them exceed the income qualifications to get one. Oh, and it cost the gov't 2.2 Billion a year.
