questions about draw

Hi there. I have a couple of questions regarding the draw process. First, without a hunter saftey course, can my son put in for deer if he turns 14 after the draw, but before the hunt?? Also I have always been confused about the draw and how it works, If i put in for a 3rd choice that has a 80% draw odds for 1st and 2nd applicants, does that make it impossible for me to draw that hunt. Or when my app gets pulled, do they give me my 3rd,4th or 5th choice if my 1st or 2nd is not available?? Some stuff i have read makes it sound like if I dont get my 1st or 2nd, the draw will pass on my 3rd 4th or 5th, and give to applicants that have those hunts and 1st and 2nd choice. Yes, but be sure all the hunts on the app occur after his 14th BD.

 

If i put in for a 3rd choice that has a 80% draw odds for 1st and 2nd applicants, does that make it impossible for me to draw that hunt.

Pretty much no chance to draw, assuming the hunt is still an 80% this year again, as all the permits would have been issued in the 1-2 pass.

After the 20% bonus pass, the first and second choices for everyone left are looked at in a separate pass in the draw. In the 1-2 pass, everyone's first and second choices are looked at and available permits issued. After the 1-2 pass, the remaining applicants are reissued random numbers and the #3-5 choices are given if permits remain.
