Governor hearing a sales pitch for HB2072 today

Recommended Posts

If you thought that HB 2072 was dead for this year, you are mistaken. As we discuss this now, the organization behind it (AZSFW) is working behind closed doors on a "Strike Everything" bill that could appear in either chamber with a new bill number.

You could contact the Governor's staff, but you will only be speaking to a few.

We each have one Senator and two representatives for each of our districts. Those are the individuals that we need to be working with. They are the ones that vote on every bill before it goes to the Governor. Votes are more important than money.

To my knowlede the meeting was requested by Suzanne Gilstrap and Alan Hamberlin. Two Commissioners were invited to attend. The Chair Norm Freeman was excluded.

None the less, the message from the Commissioners was 'you're on your own'. The Commission did not and does not support 2072. Also, the Department was not invited.

If there is a call for a rally at the Capitol, I will be there in full camo.

If you are a member of an organization that is still affiliated with AZSFW, contact your leadership.

If AZSFW xcontinues to lose affiliates they will no longer be able to claim that they represent most of us.

Another BLACK EYE for the ADA! When is enough, enough? Either take action and dump AZSFW or you are in this with them and quit being dishonest with the sportsmen of AZ!

The President of the ADA, John Kolezar, repeatedly told us back in January that this bill was dead. For example on 13 January 2012 - 10:19 AM he wrote on this forum in the thread on HB2072 "Evidently a man's word is not worth much here. For those conspiracy theorists, the black helicopter squads, and .... the paranoid..The bill will not be back. Nuff said. You can now go on to other endeavors."

He had not signed onto this site since Feb 22 as of this afternoon. I sent him a PM asking if the bill was now still "dead" as he assured us repeatedly and linked to this thread. Shortly thereafter according to his profile, he was signed onto this thread. As of now, I have not received any response to my PM nor has he posted here.

I hope Mr. Kolezar is discussing the situation with Ms. Gilstrap and will enlighten us all about his current views and those of ADA.

This guy buys a lot of the auction tags so it's no wonder he has not given up yet. He wants more.

Audsley, thanks for your heads up on this matter. Thousands of sportsmen depend on this kind of timely and valuable information. Unfortunately, the group we thought would be providing it to us, AZSFW, has turned against us. Dedicated sportsmen like you really make the difference.

I think AZSFW is at a crossroads. If this bill fails to go through then AZSFW basically ceases to exist. Their reputation is so damaged it is unlikely they will be able to maintain the 500 members necessary to keep their SUPER PAC status by 2013.

However is this bill passes, then their "expo" will have thousands of people show up, tons of out of state money, and the average sportsman won't know they are being taken advantage of. Board members of AZSFW will make hundreds of thousands on "consulting fees" every year, and its unlikely even one acre of access will be improved, or that one youth will suddenly become a hunter.

I sent my emails and will be making calls tomorrow. I sure wish another political action committee would spring up as I would be willing to send them a nice check. I want to see the same opportunities my grandfather passed on to me, to be passed on to my kids.

AZSFW tried to backdoor us with HB 2072 and we killed it in within 4 days. The meeting today was another backdoor attempt. They (AZSFW) will do everythig they can to get something like this passed this year. There are seval mehtods that they may use,

1. A "Strike Everyting:" bill in either chamber.

2, An Amendement to another bill and call it an "Omnibus" Bill

3. A floor amanedment.

Most of us may not be alerted early, on these actions. However everything will become more public if anything moves from one chamber to the other.

With a "Strike Everything" bill you will not see HB 2072. You will only see the new number of the bill that has been stricken.

I can not explain all of this here. I will do the best that I can to ensure that you all have the most current information that I can find.

Do not rely on me for your information. Learn how to do the research yourselves.

George

PM's may be the best way to communicate.

Well everyone, We have our work cut out for us!!!! This was actually the second meeting with the Governors staff. Suzanne and Alan Hamberlin have made it clear that they are pushing forward with this bill. So the Governors staff was fully aware that this is a controversial issue . It is time to really hammer Both the Governors office and ALL the legislatures.

George is correct in that this may end up has a Striker Bill.

A Striker would be a Bill that has already made it through Committee hearings.

Then on the Floor someone could "Strike Everything" - meaning the language in that bill.

They would then insert the language that was HB2072, vote on it, and its on its way to the Governor.

If we put enough pressure on both the legislature and the Governors office, then they will

have to make a choice between Alan Hamberlins money and your votes at the next election.

If you have the ability to go down in person and meet with legislatures that would be most effective.

Remember at all times to be respectful.

Can anyone with political knowledge answer the following:

If/when HB2072 or any form of it gets proposed, is there a place in the "process" that it must go through that we can already be sending letters/emails etc...?

as an example, should we flood Gov. Brewers office with calls/email/letters? Does she have any VETO power? Somehow some way I would think we can be quickly versed on a way in which we can immediately make an impact.

Any answers would sure help the cause................Allen Taylor..........

Allen:

I happen to have a friend who is a lobbyist here in AZ (NOT related to this! He represents a completely different business group.......) I'll try to call him today to see what he knows about the process! Will post if/when I find anything.

I am going to supply a link to an overview of this bill. http://www.azleg.gov//FormatDocument.asp?inDoc=/legtext/50leg/2r/summary/h.hb2072_01-09-12_com.doc.htm&Session_ID=107

Now I am going to show a portion of that bill that is very concerning.

DISTRIBUTION OF PROCEEDS BY QUALIFIED ORGANIZATION

• Applies the proceeds from the resale of tags to cover all costs associated with the annual Arizona sportsmen exposition and county chapter banquets.

• Directs remaining monies to programs and costs of administration to achieve these purposes:

 Youth sportsmen education and outdoor programs.

 Access for sportsmen to cross private lands onto public lands.

 Sustain, enhance and increase habitat and big game species.

 Facilitate education and communication programs relative to sportmen and wildlife.

 Protect sportsmen's heritage and conduct activities to promote the North American Model of Wildlife Conservation.

Read the first line!!! It is my feeling that this opens the door for a lot of people to get paid!

I don’t think there will be any funds left for the AZGFD after the sale of these tags!

John, is it true that on Tuesday night there was a meeting of the AZSFWC/WCC and the revisions of 2072 were discussed before they were presented yesterday.

If so, what were those revisions and why was a political agenda discussed at a conservation meeting.

Thanks, Kent

Allen, there are multiple ways this bill can move forward... a strike everything would replace an existing bill. A new house bill with another number... I'm going off the top of my head and there are others but it will pass both branches before going to the Governor. We need to preaddress this with each of our 2 house reps and 1 senator of our district, contact them right now and keep it fresh in their minds.
