It's the ether in the moth balls. They dissolve in the gas . And give it a octane boost. And burns very clean . Therefore helping with emissions, by emitting cleaner exhaust fumes.

The copper plate is dependent on your insurance...

We bought the stepson an 88 bronco and put the copper plate on it... Came  from outta county, so when i registered it to gilbert, it should have had emissions. 3 years in, i got the notice that tags were due. Waited my turn in line at dmv to ask. #1 it had a copper plate, #2 if emissions were due it should have been A- coming into county and B- more than the 3 years we had it. The guy was like "Uh, i dunno, but you need emssions... its based off your insurance"

I won an 83 Ford f350 in vegas... 3 trips prior to getting it home to the dmv. Each person gave a different answer to my question (how do i get temporary plating; each person asked for different information).  Ran outta time, opted to chance it...but got insurance set up through hagerty. went back to dmv after i had the truck in hand and they didnt ask for anyhing. Classic insurance is the key, but my agent said theres no way they would give me classic insurance with him as a primary (for either). Then it was simply 1 year or 5 year tags.

You can check the internet but I think it's about 1 to 5 ratio per gallon. Then you fuel up as soon as you are done running it thru the sniffer. So you want to have a low tank. That way you don't have to put a bunch in and you can dilute it afterwards.

Also this...  insurance is key. It can be insurance as classic/ collecter car insurance which will waive the emissions once the insurance provides the mvd with the information that you have that coverage. Their are alot of  "restrictions " that the insurance company tells you that you have to follow or abide by, age might be one of them. Mileage limitations, garage kept, and usually have to provide photos of the vehicle. I also had them ask for a picture of my garage once as proof from one company.

Copper historic vehicle plate will not qualify you to be emissions exempt.

Pretty sure nothing waives the emission test if you are in Phoenix Metro area.

Collector car insurance does. But like previously mentioned, there are a bunch of stipulations.

So you're saying an insurance company can tell the state that the car they are insuring does not need an emission test?

If so, I need to look into this as my '92 Miata, insured through ACI, requires an emission test just like all cars.  Well, except new (< 5 years old?) cars are exempt.

Meant to quote this one. Yes it can.  Again Cooper plate has nothing to do with it. It's ess5 a vanity plate if your vehicle is old enough.  The insured provides the waiver to the mvd and you don't have to get emissions.

If you add moth balls, make sure it's Naphthalene and not 1,4 dichlorobenzine. 

The paradichlorobenzine with create hydrochloric acid. 

You might just buy some toluene at the paint store and add this instead. 

I know some guys add acetone to clean CATS up.  They still a special additive to do this. 

The classic insurance is a big risk because of you are in violation and have a claim they will deny it.
