The CHAMP permits were intended to get people out that have severe disabilities and allow them to use crossbows and shoot from a vehicle, in addition to hunts specifically for CHAMP permit holders. I'm sure their are fair number of people that have injuries to their upper extremities that restricts them from using compound bows and therefore crossbow permits were issued, but the majority of them are still able to hike and don't need to shoot from a vehicle and are not eligible to apply for CHAMP hunts.
