Although auction/raffle money goes back to g&f, how it is used is at discretion of the auctioning tag recipient. (For the most part) this style I am willing to bet would just go into the general fund, unless otherwise stated. The objective is to generate revenue in order to maintain current operations and limit or eliminate the need to increase license and hunt permit-tag fees.
