Some javelina units you can draw in max round with loyalty point and hunter ed point.  AZGFD explained that I needed to put 1st choice unit in both 1st and 2nd slot cause these are only considered in max BP round.

Only if you're putting in a 3rd, 4th or 5th choice

Voting machines are the same way.  There is a quota for r's, after that you get the second choice.

Here is a thread in which this was discussed last year. Find out the tag number you drew and that will prove your 2nd choice was drawn in the bonus round.
