Agreed. However I think that the quota system is going backwards. Bear and archery deer should be a draw imo. In 20 years the quota system won’t work with our human population increasing like it is

the only good news that I saw in the OTC bear info is that ALL kills have to be presented to a GF rep  for a  physical inspection , so the antis cannot just call in and stop a  hunt like they can do for deer right now.  Once again, GF left a loophole for the antis .

Manadartory reporting for bear/lion had already been around for quite a while.  And we already had OTC bear hunts.  The difference is they did away with the more limited/coveted archery bear tags in spring/summer.  So less options, less opportunity in my opinion.
