New Mexico public land access?

Has been some time since I have logged in. Again we are spending our winter just north of Deming for nice winter weather. 

I have been having problems with a land owner that has fenced legal access to New Mexico public State land. Can anyone put me in contact with anyone in the Deming area to discuss what the legal ramifications to access of these public lands. I have contacted the local NMGF warden Drew Vanliew to discuss this plus I have spoken to the Luna County Sheriff office with limited success. Need to talk to a local with some real information or where else to research legal options. Thanks all for any and all input. MTG
