This is how I believe the draw works. The draw is basically broken down into 3 phases. For starters NR are eligible for up to but no more than 10% of the tags for each hunt number providing the hunt number has more than 10 tags I believe, cow hunts don't count and it is different for bighorn sheep. Now a few years back AZGFD tweaked it so that NR have a chance in the random draw, what this means is now only 5% of the NR quota is set aside in the bonus pass and the other 5% is left for the random draw. This however doesn't mean NR will get the whole 5% in the random draw. Back to the draw. The 1st phase of the draw is called the bonus pass. This basically means that 20% of the tags for each hunt number are set aside for the highest bonus points. For example hunt number 3137 has 250 tags so 50 tags are set aside for the 1st phase of the draw and out of those 50 only 12.5 are available for NR and being a resident myself I hope the AZGFD rounds down and only allows 12. I would think then tags 1-50 go in the 1st phase and tags 51-250 are issued in the next 2 phases. I forgot to mention but in the 1st two phase's of the draw the computer looks at your 1st choice and then your second choice. In the 3rd phase of the draw the computer looks at choices 3-5. For hunt number 3137 it is very highly unlikely to make it to the 3rd phase of draw. In this case it would appear tags 68-69 were in fact drawn in phase 2 of the draw.

If you're talking the North Rim Kaibab archery deer hunt it has been a draw for at least the last 8-10 years and non-residents have been capped at a max of 10% of the tags.

30 was max, 1R and 1 NR 29= 7R and 1NR 28= 12R and 3NR

As mentioned earlier the kids being non-residents will not be held to the 10% cap if they put in for an antlerless elk hunt.

Except for North of the ditch the mule deer population to me seems to be way down much like every other state in the west but our whitetail seem to be doing ok. From what I see it seems like mule deer get whacked way more often than whitetail during these late archery hunts so I could see the AZGFD making it whitetail only during these late hunts.

Not sure what its like now but there was quite a bit of snow down on the winter range during the late hunt.

You can earn 2 points a year for javelina, but even 10 years is a lot of app fees for pig points.

In AZ the only legal pick ups are those completely void of any tissue, other wise you're supposed to have a WM determine if the animal died of natural causes. -

And if it was last year technically the season ended and legally he couldn't have the rack anyway. -
They won't have a choice, the news outlets will be able to get the cause of death from the medical examiner.

I believe you are correct, you no longer qualify for the pioneer license. You have to be 70 years old and have been an AZ resident for 25 consecutive years.

Last year there were 73 first choice applicants and 74 second choice for a total of 147 and out of those 147 15 tags were drawn for 10% odds. This year there are 75 less tags.

Here's a quick example and if you are even a little experienced with the draw you already know this, but lets say everything stays the same. Lets say you want to go archery early unit 1 first choice and late rifle unit 1 second choice. With 9 points there is a chance you will get the late rifle hunt without ever even having a chance at the early archery. The reason being 9 points last year wasn't enough for the bonus pass in archery but it was enough for the late hunt.

You forgot #11&12, they may have had unit 1 as a second choice and they would get the tag before your #13
