    Kurt R. Davis, Commission Chairman – Phoenix Kurt R. Davis of Phoenix was confirmed as a member of the Arizona Game and Fish Commission by the Arizona Senate on Jan. 25, 2017, after being reappointed by Gov. Doug Ducey. Davis was appointed to his first 5-year term in 2012 by then-Governor Jan Brewer, and he served as Commission Chairman in 2015-16. An avid hunter and angler, he is a founding partner at FirstStrategic Communications and Public Affairs, where he specializes in strategic public policy development for nonprofit clients, issues relating to rural Arizona, and government relations. Prior to forming FirstStrategic, Mr. Davis served as vice president of public affairs & marketing at Northern Arizona University. Earlier, he was vice president of public affairs & corporate communications at Rural/Metro, a company that provides fire and ambulance services to communities across the country. While at Rural/Metro, Mr. Davis was asked by then-Governor Fife Symington to take a leave of absence from the company to serve as executive assistant/deputy chief of staff for the Office of the Governor. In that role, he had policy responsibility for executive agencies such as the departments of Transportation, Corrections, State Land, Game and Fish, and others. Mr. Davis has also served as director of intergovernmental affairs & issues analysis at the Arizona Attorney General’s Office, executive director of the Arizona Republican Party, and held several appointed positions in the Reagan administration. He served as a gubernatorial appointment to the Arizona Board of Regents, the Vision 21 Transportation Task Force, and the Arizona State Board for Charter Schools. Leland S. “Bill” Brake, member – Elgin Leland “Bill” Brake of Elgin was confirmed as a member of the Arizona Game and Fish Commission by the Arizona Senate on March 6, 2018, following his appointment by Gov. Doug Ducey. An avid wildlife enthusiast, he has promoted activities with various wildlife groups in coordination with the Game and Fish Department to encourage involvement of youth and women in wildlife programs. Mr. Brake has owned and operated ranches in various Arizona counties for 50 years and has served as past president and current board member of the Arizona Cattle Growers’ Association, chairing its Wildlife Committee. He has served as an agriculture consultant for DuPont Agriculture and as chief operating officer and president for distribution of heavy fuels and asphalt for HollyFrontier, which manufactures and markets a variety of asphalt-related products. He served as past chairman of the Arizona Rock Products Association. Mr. Brake is active in the community, serving as a board member and current chair of the Advisory Committee for the University of Arizona’s School of Natural Resources (Wildlife and Range Management), and on the Resource Advisory Committee (RAC) for the Bureau of Land Management for Arizona. Goughnour of Payson was confirmed as a member of the Arizona Game and Fish Commission by the Arizona Senate on Jan. 29, 2019 following his appointment by Gov. Doug Ducey. He has lived in Arizona for more than 40 years and is a driving force for wildlife conservation and outdoor recreation in the Payson area. He is the owner of Rim Country Custom Rods, a small business that designs and builds custom fishing rods. Prior to starting his business, he worked 26 years for General Dynamics Aerospace Systems Group (previously Motorola Space Systems Group), culminating in his position as project manager responsible for all aspects of the Aerospace Operations Program. Goughnour is active in the community. He is the immediate past president of the Mogollon Sporting Association (MSA), a not-for-profit 501(c)3 volunteer organization that raises funds to benefit wildlife conservation and youth education programs throughout the Mogollon Rim area. He has also chaired the Payson Special Volunteer Committee, where he led a group of business owners, county and town representatives, and volunteers to develop a plan to attract national-level bass fishing tournaments to Roosevelt Lake and promote Payson as the “Host Town.” Several FLW (Forest L. Geiler, O.D., of Prescott, maintains a solo optometric practice that his grandfather began in 1946 in Prescott. A lifelong outdoorsman, Dr. Geiler is an avid hunter and advocate for conservation of all of Arizona’s diverse wildlife and their habitats. He volunteers his time involving young people in a full spectrum of our Arizona’s outdoor activities. He spearheaded a partnership with the City of Prescott and the Arizona Game and Fish Department providing the youth of Prescott, Prescott Valley and Chino Valley with a Kids Free Fishing Day. This day encourages children to spend time outdoors fishing and learning hands-on conservation. Clay Hernandez, member – Tucson Clay Hernandez, of Tucson, was confirmed as a member of the Arizona Game and Fish Commission by the Arizona Senate on Feb. 2, following his appointment by Gov. Doug Ducey. A longtime angler and hunter, he has dedicated nearly 30 years to wildlife conservation and is a member of Trout Unlimited, the National Wild Turkey Federation, the Arizona Elk Society, the Arizona Antelope Foundation, and Project Healing Waters of Southern Arizona. He is active in the community and has served as president of the Old Pueblo (Tucson) chapter of Trout Unlimited and was on the board of the Tucson Chapter of the National Wild Turkey Federation. He has volunteered as a fly fishing guide for Project Healing Waters in Arizona, Colorado and Alaska. He also volunteered for four years in an Outdoor Studies class for a Tucson High School.     The difference I see is the department gets way more bang for their buck from paying Randy than paying for billboards or thousands of bumper stickers. I get it that people are mad now because tags might be harder to get. I've been hunting 36B since 1994 and seen some of the spots I hunt on YouTube and yeah it sucks that there aren't leftover permits anymore but I can't really blame the AZGFD for trying to promote hunting in the state and in the process generate more money. I think if you look at just about all western states there has been a significant increase in the number of applicants compared to available tags and I don't believe it's all because of YouTube.

    So you think people turn in truthful data because they're worried about a violation, sure they do. I know plenty of people now that lie on the surveys the AZGFD sends out because they think they won't get tags because they're to successful or they will cut tags in their favorite unit ect. ect. Unless it is a physical mandatory check in of the animal who's to say mandatory reporting is any more accurate than statistical data with a plus or minus error. As for the YouTube issue what's the difference in the AZGFD paying a Randy Newberg to promote hunting opportunities or paying for a billboard or radio time, bumper stickers that say fish AZ. The department certainly needs to clean up the CC fiascos they seem to keep having no doubt.

    So you're saying that people are 100% honest when they mandatory report? Unless they are physically checking in the animal I highly doubt it so what makes that data any more accurate.

    I don't know of a Wildlife agency in the country that uses pure facts to determine wildlife populations or hunter harvest. I do believe agencies use the best wildlife science tools they have at making their best guesses though.

    I'm just curious how many western states have a mandatory harvest reports? I know NM does and do they allow OTC deer hunts. Are there any western states that have OTC deer tags. The states that don't have mandatory harvest reports are their Wildlife agencies just guessing?

    Of course there is a way to find out but you might have to work at it and I would bet that Randy Newberg gets paid annually since the AZGFD budget is annually and approved by the states legislature every year. If you really want to know why don't you start by sending every commissioner a civil email asking if youtubers such as Randy Newberg get paid to come to AZ to hunt? How does that fit into the North American Model? How does this directly benefit the wildlife in AZ and how has this affected Resident opportunity?

    Exactly, WY one of the most generous states out there for NR has a task force right now deciding on how to get more tags into R hands. WY will soon be 90-10 on their big 5 and it wont be long before deer, elk and antelope are also 90-10 in WY.

    I hope if they don't charge general prices they will change it so they do. They set aside tags for youth which is great, I'm all for it but if a parent wants to swing for the fences for a premium tag and then throw a youth tag as a back up then pay the full general price no matter which tag they draw.

    They get money back exactly like you said License sales and the match money it generates. AZGFD can't function off of tag sales only, nothing makes the department happier than seeing record number of applicants every draw period in fact the ultimate goal would be to have every resident in the state purchase a hunting and fishing license.

    I'm sure you're well aware that the AZGFD gets zero money from the tax payers of AZ, they get their money from tag, license sells, lottery money, contract money, match money from PR & DJ ect. It's no secrete that the AZGFD is ran like a business and quite frankly they have to. I can guarantee you that the money invested in Randy Newberg has come back to the department 10 fold. If it really bugs you that much instead of crying on the internet why don't you go directly to the source and demand answers. You might have to work at it a little bit but i believe it's called the Freedom of Information act and unless you're after specific info like personal files you'll eventually get the answers you're looking for.

    Pretty sure Amanda who owns this site has gotten grants from the AZGFD to promote hunting for women, also be willing to bet that the critter groups that put on JR hunt camps also get grant money from AZGFD to promote hunting. Saying the state doesn't need to promote hunting is like saying the beer companies don't need to advertise for their beer products. The more license sells for AZGFD the more match money they get from the USFWS from PR & DJ money.

    He either drew a strip tag or he drew a JR tag and will be refunded $275. He has already paid the app fee which was $15 so now he should have only been charged $25 if it is the JR tag.

    It looks like from the elk case the guy was refunded the money for the full price, so either he did draw a strip tag or he drew a JR tag and he will be refunded the difference.

    . A youth must pay the higher fee unless applying only for “Youth-Only” hunts. From the regulations. I thought the same thing happened to someone during the elk draw.

    There's a possibility that because he put in for a general tag and a jr tag that the jr tag may have cost you $300 instead of the jr price.
