Yes would say it would. I put the clamp on a maglite that has an outer diameter of 1.55 inches. They should grab anything from about 3/4 to just over the 1.5 inches as you need some left over space to tighten down unless you get longer screws. My truck bars are 1 inch.

Order a large kydex, laminate counter or cutting board and use that as bottom. Or kydex big enough to heat gun and mold to the outline of the frame. If just needing for bottom of the laminate or kydex. Run a piece of rubber or hose glued around edge to keep sharp edge on material soft.
