Sad part is it’s not a right, it’s a privelage. Should we know? Yes!! Will we? Pry not. In their defense, they’re trying to help keep our way of life with hunting alive (or atleast available after the bans that get proposed.) All we can do is ask but take the answer with a grain of salt.

dang, mini bikes have come along way since I was a kid! Mine was death trap. 2 bicycle frames welded together, no sprocket cover, no brakes, no fenders, just a motor and throttle cable.
