The higher the MOA on the rail the more your scope will be canted downwards and your barrel will be canted upwards. If you are adding sandpaper to the front of the rail that's why you're able to get the zero, you're removing cant from the rail.

If you don't have enough travel in your scope to zero at 100 with a 20 moa rail a 25 or 30 is going to move your bottom elevation even further out. If you're looking for a 100 yard zero you need a 0 moa or 10 moa rail instead.
