don't be discouraged at all. Now a days people worry way to much about every one else is doing. I was in 19a yesterday nowhere near "antelope country" and I saw some great bucks. With no hunters any where around. Last year I scouted during every weekend of every antelope season. Never saw any hunters except the one glassing from every road. Saw some great bucks last year too.

The fans won't turn on till a set (high) temp is reached. The light you see is most likely an overheat warning light. Don't forget an ohv tag.

Remove the pull starter and see why it's not engaging. Should be something obviously broken. Until you can turn the engine over with the pull starter there no reason to drain the fuel.
