In close quarters when you may only have time for one shot. One reason why the 455 Webley was needed. In my conversation with a career solider he told me that in his first hand experience the 9mm usually took two or more shots to stop Haji. The 45 did it with one.

Remington also makes a synthetic stock youth model so it should be possible to find one of those stocks. If you don't see on on Numerich just give them a call as they may have a source. You can also just buy a wood stock and cut it down like I did with a Remington 788 so my son and daughter could use it on their first deer hunt on the Kaibab many years ago.

Some of it has to do with logistics. The Waldo Canyon fire in Colorado Springs caused the evacuation of thousands. I was there and lots of folks were pissed and inconvienced. If it wasn't done who is to say how many would have died and then the lawsuites start. With the Monsoon here I believe restrictions will be lifted. But if the resources aren't available because equpiment and manpower are spread too thin then areas get temporarily closed to entry. You lessen the risk but can't prevent it entirely so it gets managed. -

I have one and it is accurate, albeit a bit heavy. $400 in good shape with a decent scope would be a fair price. No scope and the time to refinish the stock and re-assemble it would put a fair market value in the $225 -$275 range. Do you have rings and bases? You can get a new Marlin X7 Varmint in the same caliber for under $400.
