Not cheap but look at the Mystery Ranch Metcalf. It comes in a small and is highly compressible for day hunting but can expand and carry a lot weight.

Hunterstrailhead.com is a good place to start getting an understanding of the point structure for various elk hunts and the points it takes to have a realistic shot at a tag. The new point structure is to your (a hunter few or zero points) advantage and to the disadvantage of those who have a lot of points. You picked a good time to get in.

To me its the time invested and the pictures that are more valuable than the camera. As far as the Forest Service.......screw them guys. I've never seen one of them on the outside of their green trucks unless its at the restaurant. -

With my 7mag I get 3160 with 69.5 grains H1000 and a 162 Amax. I would figure a lot higher FPS with your 257wby and a 115 grain bullet. -

Checkerboard state land is a different entity compared to checkerboard BLM or other federal land. State trust is technically not public land per AZ state law. Colorado allows no hunting at all on their state trust lands.
