Yes, it is. Just don’t go for one of the super competitive units like unit 10 which in 2024 had 40 permits and almost 6,000 first choice applicants for the early hunt. Odds are better for the late hunts.

You are correct in your assessment based on what I watched. He dropped his criminal appeal bc Game and Fish hadn’t served him within 180 days so he thought that meant the commission wasn’t going to act. Makes sense when you consider an hour of attorney fees probably cost as much as the fine. He was ok paying the criminal fine to just be done with it if his license wasn’t on the line any more.

The Debaca one was interesting to me. According to the attorney, Debaca wasn’t near the hunter who allegedly took a shot with his feet still on the road while prone, but had the cape afterwards to take to taxidermist. Hunter that allegedly had his feet in the road took a plea detail to testify against Debaca. Game was unlawfully taken because of the feet in the roadway.

Koury had his license revoked for 5 yrs. Not sure about the others.

I hear the best way to get good chances is to put the same unit for all of your choices and get it in the first day.
