This could be shipped USPS flat rate ground in state to the buyers FFL if the FFL would accept from a individual and with a copy of there drivers license. If the seller was into or able to do that and the buyer pays for a transfer.

Anything after 1973 Ruger produced have transfer bars and they didn't make stainless guns until much later.😉
