Lance I think you are mistaken here. I don’t believe each application gets assigned a random number. It is more-so a raffle then a draw.

I’m not sure how they can get away with charging for app processing fees when they only process the actual winners and the others they just deposit the funds.

It's the "we need more money so let's make a fake draw" for me. The dept boasted to have banner Years financially and infact had residual dollars to pay to influencers. I can back the raffle tags and auction tags even tho I don't participate. But there was a process to having these types of tags implemented.

the dept bends their own rules and regulations to make more money. That’s a bit shady imo I would go on a limb that the one deer a year was a pretty concrete rule.

How are they getting these tags? I thought changes were every 5 years and once they made a decision they are not able to deviate from it.
