22-250 bullets that won't vaporize

I have shot 2 yote one with a winchester silver ballistic tip head shot and one with a 40 grain vmax I loaded on top of 38 grains of imr 4064 front on shot at 130 yards and dropped like a sack of tatters -
I got a 22-250 for calling gun and I'm looking for a bullet that is solid enough won't jack up a bobcat bad. I would like a 40-55 grain bullet. I was going to load up some 40 grn vmax but I wouldn't want to shoot a cat with. I was told berger target bullets would be good for my "requirement". What is the difference in the target and the varmint bullets?

Was reloading for my 22-250 and all the brass is in spec and once fired. The issue I have is the round fits in but when pushing down on bolt to close it it is harder to close then usual. The brass is old hornady and head stamp is Frontier. I loaded up some winchester brass and no issues. What am I looking for or doing wrong?

I did try to trim a touch off just to check but was the same
