To be honest, I would buy him something like a Savage Axis, Ruger American, Etc. in 6.5 Creedmoor (as much as I hate saying it). Recoil will be manageable, and ammo (or reloading) is fairly cheap. Then, have him shoot....a lot. Practice on shooting form, and stretch him out to 500+. A 6.5 is enough for elk. But keep the distances realistic. 6.5 is about as perfect as you can get for deer-size and down. When he is fully (or almost) grown, THEN buy (or build) him a nice rifle he can use for the rest of his life. You won't have to skimp of cartridge choices then.

The SCR is a great reticle. .2 MIL subtensions are fantastic for accurate wind holds. But, for $1500, I would look at a used Steiner T5Xi upgrade over the Burris XTRII. 5-25×56 or even the 3-15×50. Unless you plan on shooting tiny targets at 1500, a 3-15 is plenty. I was shooting out to 1558 with some 3-15 & 3.5-18x scopes this weekend and was not underpowered. Especially for a hunting rifle. If you want to stick with FFP, do so. All I shoot is FFP. But that leaves out a lot of suggestions here. Look around on LRH & Snipershide for some amazing used optics in your price range. You can find a LOT of better scopes in your price range that way. I have purchased 6 or 7 used scopes with zero issues for about 55-75% of their new prices.

Question about temperature affecting the shot

210 HVLD @ 2960fps, 4500'AMSL (25.37 BARO) From 30° to 70° variation, without powder velocity change, you will only see 3.1" difference in drop at 800 yards. 7" difference at 1000 yards. So, by going with a middle temp, like 50°, you cut your error in half. Meaning 1.5" @ 800 yards, or 3.5" @ 1000 yards. 800 yards is still "minute of deer", hold center of body and squeeze. 1.5" low at first light, 1.5" high at midday. 30° 70° -
